Inspection of Institutions
Fifty three institutions were inspected from 2012 to 2013 in terms of the Ombudsman Act of 1996 which in Section 10(b) provides:
In the exercise of his powers and discharge of his duties under
the Constitution and this Act, the Ombudsman or any officer
authorized by him may at any reasonable time and upon
sufficient notice to the specified authority concerned-
“(b) enter and inspect police, military or prison or centre where any
person is detained or kept, whether for safe custody or in terms
of any law.”
In accordance with the above Act, the Office started its inspections in November 2012 to September 2013 (hiding only during winter season). During these inspections the institutions that were visited, included Government Hospitals and clinics, asylum places, some selected Police Stations and Correctional Institutions.
For this purpose all the ten districts were visited. The office is now compiling a report to be submitted to the relevant Ministries: That is the Ministry of Health, Ministry of Justice and Correctional Services, Ministry of Law, Human Rights and Constitutional Affairs. Later, if no compliance, a Special Report to Parliament will follow.
